CMA LAW: Circular No. (07) of 2026 “CMA Circular to all Licensed Persons and Entities that Wish to Submit Applications for Licensing Securities Activities to the CMA Regarding the Forms of Due Diligence Procedures that should be Met”

Greetings,
Based on CMA Circular No. (11) of 2025 on the Ministry of Commerce and Industry Resolution No. (16) of 2025 Regarding Amendment to Some Provisions of the Ministerial Resolution No. (04) of 2023 on the Procedures of Identifying the Identity of the Beneficial Owner, and CMA Circular No. (12) of 2025 Regarding the Supervisory Guidance on Beneficial Ownership.
The CMA emphasizes on the necessity of the entities that wish to obtain securities activities license to submit the “forms of the due diligence procedures that should be met by licensed persons by the CMA and the entities that submit license applications to the CMA” to the Capital Markets Authority (CMA) through the CMA’s electronic portal prior to submitting the license application.
Current licensed persons are exempt from the provisions of this Circular, but they are required to submit the required updates according to the CMA’s instructions related to beneficial ownership.
Accordingly, the CMA draws the attention of all entities and individuals addressed by the provisions of Law No. 7 of 2010 Regarding the Establishment of the Capital Markets Authority and Regulating Securities Activities and its Executive Bylaws, and their amendments, to comply with this Circular.
