CMA LAW: Press Release: The Capital Markets Authority Publishes the Twenty-Second Issue of its Electronic Awareness Magazine

Kuwait, December 1, 2025 – The Capital Markets Authority (CMA) announces today the publication of the 22nd issue its electronic periodical awareness magazine that included various awareness topics and covered the major news and events of the CMA during the issue period extending from September to November of this year.

The issue opened with the “Editorial” section, in which Mr. Emad Ahmed Tifouni - Chairman of the Board of Commissioners, the Managing Director – presented the developments of the CMA’s efforts related to upgrading the components of the local capital market and developing its practices as a method for upgrading the components of the local investment environment, which helps in achieving the strategic development objective of transforming into a regional financial and commercial center. These efforts are recently paying off with the CMA’s granting of securities activities licenses inside the State of Kuwait to distinguished international entities, such as Goldman Sachs International Company and a branch of Blackrock Advisors (UK) Company Limited, noting to the important implications thereof that indicate the well-deserved position of the State of Kuwait on the global financial map, in addition to the efficiency of the local investment environment and its ability to attract the leading international financial institutions.

The “Economic Leaders” section paid tribute to the biography of the late philanthropist Abdullah Abdullateef Al-Othman who established a sustainable philanthropy. As for the “Legal Section”, it discussed two main topics: “The risk of relying on the analysis of securities provided by unlicensed entities by the CMA”, and “The cases of capital markets, governance, and commercial arbitration towards achieving balance between transparency and effective economic justice”.

Moreover, the Gulf Smart Investor Award was highlighted in the "Issue Event" section that briefed the previous three seasons of the award before presenting, in detail, the categories of the fourth season – the current –, its valuable prizes amounting to SAR 1.5 million, and its participation mechanisms that is open until the end of February 2026.

Ms. Sundus Alfares, International ISO Lead Auditor has discussed in the “Opinion and Vision” section discussed the automation of hacking, which allowed the artificial intelligence technologies to redraw the maps of threating the financial sector, particularly through exploiting authentication, misleading links, sharing information on public platforms, etc.

Ms. “Taibah Mohammad AlQatami”, Chairman of the Board of Directors of Kuwait Dairy Company (KDCow) was the interviewee of the current issue, in which she presented aspects of her personal experience, in addition to her opinion in various aspects of our economic and investment reality and the roles of the CMA and the digital transformation, further to issues relevant to Kuwait Dairy Company (KDCow) and the future of food security in Kuwait.

The “Awareness Section” covered several topics, for example “The strategic role of the qualified secretary in the Board meetings which goes beyond documentation” by Mr. Emad Alhussein Shareek – CEO of Hawkamah – Governance & Compliance Consultants Company, in which he emphasized that the secretary makes a difference through his silent leadership.

It also presented the topic of governance of small and family companies to ensure sustainability of this type of companies and enhance their competitiveness. Furthermore, the same section discussed other topics, such as the connection between technical development and digital transformation, and the increasing practices of financial fraud. The section concluded with a report on the CMA’s directives on achieving professional enablement for its national cadres and enhancing its work environment.

The “Information Awareness” section covered the topic of “Deepfake” as a new technology of concern and presented examples on the illegal uses of this technology, as the case may be in blackmailing, automated disinformation, fraud, identity theft, and the false evidence in legal and insurance cases, etc.
The “Issue File” section discussed the radical transformations that the financial sector is currently facing as a result of financial technologies through three topics: the registration of National Investments Company in the Securities-Based Fintech Services Register, the financial influencers role and the regulatory entities role in protecting investors, and analytical reading of the regulatory and digital transformation of the encoded assets in the financial sector.

The "Prospects and Trends" section discussed the topic of investment in collective investment schemes from two aspects: investment in foreign collective investment schemes and unit holders assembly of collective investment schemes.

This was followed by “The Core” section by Mr. Mohammed Al-hameed - Development and Technical Studies Section Manager at the CMA, which presented the topic of the International Financial Reporting Standard 18 (IFRS 18) Presentation and Disclosure in Financial Statements that will replace the international standard no. 1 as of January 2027. Subsequently, the “Studies” section detailed the investment portfolios as a model for diversification of investments and their risks. As for the CMA’s major events and activities, they were provided in the “Events” section.

In the issue’s final section “In conclusion”, the editor-in-chief of the magazine Mr. Khaled Al-Saqer, Awareness Office Director at the CMA, presented the topic of Gulf citizenship which completed major steps in its achievement paths and the challenges of the member states so that the slogan of “The Gulf as One Homeland” becomes a reality.

Finally, it is worth noting that CMA’s electronic awareness magazine is a quarterly awareness publication concerned with the awareness of financial, investment, and legal issues related to securities activities, in addition to covering the CMA’s news and events during the issuance period.

The Capital Markets Authority was established pursuant to Law No. 7/2010, approved by the Kuwaiti Parliament in February 2010. Pursuant to the Law, the CMA shall regulate and supervise the securities activities, achieve transparency and fairness, observe listed companies’ execution of Corporate Governance regulations, and protect investors from unfair practices which violate the CMA's Law.

Furthermore, the Law's provisions stipulate the supervision of mergers, acquisitions, and disclosure operations. The CMA also aims to provide awareness programs related to securities activities.
