Title: Explanatory Announcement to All Entities, Licensed Persons, and Individuals Addressed by Law No. 7 of 2010 Regarding the Establishment of the Capital Markets Authority and Regulating Securities Activities and its Executive Bylaws, and their amendments, Regarding the Remedy of the Situations of Individuals whose Kuwaiti Citizenship has been Withdrawn and the Mechanism for Dealing with them
The Capital Markets Authority (CMA) clarifies to all entities, licensed persons, and individuals addressed by Law No. 7 of 2010 Regarding the Establishment of the Capital Markets Authority and its Executive Bylaws, and their amendments to adhere to Circulars Nos. (20) and (23) of 2025 issued on 28/07/2025 and 11/09/2025, which are the regulatory and binding reference for the procedures to be followed based on the resolutions of the Council of Ministers, and any subsequent resolutions to be issued in this regard that regulate the rights and benefits of those whose citizenships were withdrawn, previously granted to them in accordance with Article Eight (a Kuwaiti’s Spouse) and Article Five Clause (Noble Works), and those who acquired it through dependency, of Decree-Law No. (15) of 1959 and the amending Laws thereof.
Accordingly, in response to repeated inquiries from licensed persons and individuals, the two aforementioned circulars clearly outline and provide guidance on the principles and references for dealing with the aforementioned categories. They state that the systems, applications, and documents approved by the government to prove identity and the personal information provided by them, such as the civil ID issued through Hawyti application, the original ID or certificates issued by the Central Agency for Illegal Residents, are all acceptable as long as they are valid, verified ,and authenticated through the systems on the date of the transaction.
This explanation emphasizes on the unity of the content of the previous circulars and unifies the understanding of all concerned parties and those subject to the provisions of the CMA's law and its Executive Bylaws.
