Title: Circular No. (20) of 2025 to Licensed Persons Regarding the Controls of Dealing with Individuals whose Kuwaiti Citizenship has been Withdrawn in Accordance with Article (5) - Noble Works Clause - of Amiri Decree No. 15 of 1959 regarding the Kuwaiti Nationality Law and its amendments
With reference to the Ministry of Interior's statement issued on July 10, 2025, regarding "Controls of Dealing with Individuals Whose Kuwaiti Citizenship Was Withdrawn Under the "Noble Works" Clause," and the specific regulations it contains for this category in terms of residency, benefits, and restricted rights, and in CMA’s commitment to ensuring compliance with the legal regulations governing these cases specifically, please note the following:
1- A person whose Kuwaiti citizenship was withdrawn under "Noble Works" clause shall not be considered a "Kuwaiti citizen" for the purposes of implementing the CMA’s instructions and regulations, nor shall they enjoy the rights or benefits granted to Kuwaitis after the grace period granted by the Ministry of Interior to amend their status, as stipulated in the aforementioned circular.
2- Licensed persons shall verify the legal status of clients affected by the Amiri Decree of withdrawn citizenship, in accordance with the instructions of the Ministry of Interior, including verification of official documents proving their legal status and valid residency after the granted grace period, starting 20/07/2025, for all those whom a decree was issued prior to this date. The four-month period shall be calculated from the date of issuance of the next decree of new withdrawn cases.
3- If there is any investment transaction or existing relationship with a person whose Kuwaiti citizenship was withdrawn in accordance with the aforementioned clause, their status shall be reviewed, and relevant data updated to ensure compliance with legal and regulatory frameworks during the status adjustment period.
4- Licensed persons with any inquiries about the legal status of any clients affected by the withdrawal of citizenship, or if they would like to request an official clarification regarding their status, please contact the Article Eight Affairs Office at the Ministry of Interior directly, as it is the authority responsible for determining the benefits and procedures to be followed in this regard. The CMA emphasizes compliance with applicable legislation and decrees issued regarding the withdrawal of Kuwaiti citizenship and all related decrees, and to update the internal policies of licensed persons to ensure the avoidance of any violations or conduct that is inconsistent with official instructions issued by the competent authorities.
