Title: Press Release: The Capital Markets Authority and the Guernsey Financial Services Commission Signed Memorandum of Understanding
Kuwait, 13 August 2025 - The Capital Markets Authority (CMA), represented by Mr. Emad Ahmad Tifouni – Chairman of the Board of Commissioners, Managing Director, signed memorandum of understanding with the Guernsey Financial Services Commission on Tuesday, 12 August 2025. The Financial Services Commission was represented by Mr. William Mason – Director General, to sign on its side.
This step is based on the willingness of the two parties to formalize the framework of cooperation, including exchange of information and providing assistance in the investigations field, which shall enable the two parties to perform their tasks more effectively. This memorandum permits the voluntary exchange of information between the two parties in accordance with their laws and policies, which includes joint interest, exchange of documents and information related to the joint interest, ensuring that the provided information is for the purpose determined by the requesting entity, conducting or arranging for inspections or tests for financial services, and permitting the representatives of the requesting authority to participate in the investigations made by or on behalf of the requested authority.
The memorandum also included an item for consultation and assistance, and determines the frameworks for confidentiality of information exchange, which includes data protection and maintains their privacy.
Moreover, this memorandum fulfils a previous meeting between the two parties in January, which resulted in the agreement of joint cooperation and the preparation of a regulatory framework to facilitate the areas of this mutual cooperation.
It is worth noting that the Guernsey Financial Services Commission is an independent entity that regulates financial services. It supervises and regulates the work of more than 2000 licensed entities in the banking, credit, investment, and insurance sectors, in accordance with the standards set by international authorities.

The Capital Markets Authority was established pursuant to Law No. 7/2010, approved by the Kuwaiti Parliament in February 2010. Pursuant to the Law, the CMA shall regulate and supervise the securities activities, achieve transparency and fairness, observe listed companies’ execution of Corporate Governance regulations, and protect investors from unfair practices which violate the CMA's Law.
Furthermore, the Law's provisions stipulate the supervision of mergers, acquisitions, and disclosure operations. The CMA also aims to provide awareness programs related to securities activities.
